Why a bond?
Investing in Safe, Functional Learning Environments
Humboldt Unified School District is committed to providing safe, secure, and effective learning environments for all students. As school facilities age, building systems and infrastructure require replacement or significant repairs to continue supporting daily operations and student learning.
Many district buildings and systems have reached or are approaching the end of their expected service life. Roofs, heating and cooling systems, structural components, sidewalks, transportation equipment, and other capital assets require ongoing investment to remain safe, reliable, and functional.
The proposed bond would provide funding for eligible capital improvement projects that preserve district facilities, address identified infrastructure needs, improve safety, and support student learning.
Why Not Use the District's Operating Budget?
Arizona school districts receive operational funding to support the day-to-day costs of educating students, including:
- Teacher and staff salaries
- Instructional materials
- Student programs
- Utilities
- Routine maintenance
- Daily operations
Major capital improvements—such as replacing roofs, renovating buildings, upgrading mechanical systems, or constructing new facilities—often exceed what can reasonably be funded through the annual operating budget.
Bond funding is a financing tool authorized by Arizona law that allows school districts, with voter approval, to fund eligible long-term capital improvements.
How Bond Funds Can Be Used
If approved by voters, bond proceeds may be used for eligible capital projects such as:
- School safety improvements
- Roof replacement and building repairs
- Heating and cooling system upgrades
- Structural repairs
- Transportation equipment
- Site improvements
- Facility renovations and modernization
- Technology infrastructure and other voter-approved capital projects
Bond funds may only be used for purposes permitted under Arizona law and outlined in the bond authorization.
