What is Proposition 407?
Proposition 407 is a proposed $79.6 million bond that would supplement limited state funding to repair, renovate, and improve school facilities throughout Humboldt Unified School District. The proposal includes funding for:
- HVAC and air conditioning repairs
- School safety improvements
- Roof, window, and weatherization repairs
- Bathroom repairs and improvements
- Replacement of aging school buses
- Other eligible capital improvement projects
Bond proceeds may only be used for voter-approved capital improvements permitted under Arizona law.
What is on the ballot?
The Humboldt Unified School District Governing Board has called a special bond election to address identified facility improvement and infrastructure needs throughout the district. The bond measure will appear on the ballot as Proposition 407.
Will Proposition 407 increase taxes?
No.
Proposition 407 is not expected to increase the current tax rate. The proposal is designed to allow the District to complete critical repairs and modernize facilities while maintaining the overall property tax rate at approximately the current level.
How much will Proposition 407 cost?
The projected annual tax rate for Proposition 407 is $0.44 per $100 of net assessed property value.

How are property taxes calculated?
School bond taxes are calculated using a property's net assessed value, not its market value, sale price, or Full Cash Value.

Why is Proposition 407 being proposed?
Arizona significantly reduced funding for school capital projects beginning in 2008. Proposition 407 would provide local funding to preserve district facilities, complete needed repairs, and improve school infrastructure. These investments help maintain school buildings and other long-term assets for current and future students.
What are school bonds?
School bonds are long-term financing used for eligible capital expenses such as constructing or renovating school facilities, improving infrastructure, and purchasing school buses.
Under Arizona law, bond funds may only be used for eligible capital projects with a useful life of more than five years. Bond proceeds cannot be used for employee salaries, administrative costs, or general operating expenses.

Can bond funds be used for teacher salaries or employee benefits?
No. Arizona law limits how bond proceeds may be used. Bond funds may only be spent on eligible capital improvements and cannot be used for teacher salaries, employee benefits, or general operating expenses.
